XXI, set forth one of the best analysis of the 1988 Amendments of the Federal Fair Housing Act  – particularly in how the Amendments extended its protections to the disabled as individuals and how the amendments incorporate reasonable accommodation standards. While the article was published a few months before the Supreme Court decided City of Edmonds, WA v. Oxford House, Inc., the Court’s decision is consistent with the reasoning and conclusions of Schonfeld and Stein. Since Oxford Houses are self-supported, they are the most cost-effective way to deal with recovery from alcoholism, drug addiction and co-occurring mental illness.

In 2020, the city created the occupancy rules and stringent proximity spacing rules but stopped short of providing oversight of the facilities, which neighbors who’d opposed the halfway houses had wanted. Those homes, however, have rules about their proximity to other group homes, shelters or transitional-living homes — Oxford Houses do not. Lincoln has 14 Oxford Houses, according to the nonprofit’s website, and several are in the Near South neighborhood. Current zoning laws would, for instance, allow two parents with four — or more — of their own kids to also have six foster children. Oxford House has as its primary goal the provision of housing and rehabilitative support for the alcoholic and drug addict who wants to stop drinking or using drugs and stay stopped. During 2010, approximately 24,000 individuals lived in an Oxford House for some or part of the year.

Oxford Houses don’t have to be licensed, and the Nebraska Department of Corrections inspector general last month filed a report on the lack of licensing and oversight of transitional-living houses. At any given time there are about 2,000 Oxford House residents who have served in the military. During the course of a year more than 4,000 veterans will live in an Oxford House. Some houses are all veterans but primarily veterans are integrated into the normal Oxford House population.

Each Oxford House is an ordinary single-family house with two bathrooms and four or more bedrooms. Ideally several of the bedrooms are large enough for two twin beds so that newcomers, in particular, are able to have a roommate. This discourages isolation and helps the newcomer to learn or relearn socialization to get the full benefit of recovering individuals helping each other to what is an oxford house become comfortable enough in sobriety to avoid relapse.
